If they are retired:
they ask for the form E121 from their English Pension Scheme. With that form + RIB (Bank Identity) + Passport + a paper which shows they are pensioners, they go to the CPAM (French Social Security) the nearest to their French home. They will be issued a paper which is a proof that they are covered in France by the National Health System.

With that proof + Passport + a paper which shows they are pensioners, they go to the Mairiecarte de séjour.

If they are not retired:
they ask for the form E111 from the English National Health. With that form + RIB (Bank Identity) + Passport they go to the CPAM (French Social Security) the nearest to their French home. They will be issued a paper which is a proof that they are covered in France by the National Health System. 

With that proof + Passport, they go to the Mairie and ask for their carte de séjour.
